Description :

For the past 15 years, UNDP has been engaged in a variety of Water Governance related projects and activities in Europe & the CIS. Besides national level interventions (by CO), UNDP has invested roughly USD $75 million (mainly GEF-funds) to build up a diversified regional water-project portfolio. Co-funding in the same magnitude has been mobilized from governments, the EU and other partners. Despite the investments and on-going activities, no systematic efforts have been undertaken yet to capitalize on the vast knowledge and expertise gained in the region over this period.

More recently, UNDP/RBEC management has designated Water Governance as a priority area for the region, and as such confirmed its importance in line with MYFF Service Line 3.2, as well as the new RPD 2006-10 on one side, and tasked the BRC to maintain and further develop UNDP’s activities and expertise in this area on the other.

This document proposes a strategic workplan for 2006/07 to fulfill this mandate, by strengthening the regional "Water Governance Sub-Practice" with a set of activities in four main areas of intervention:

  1. Replication & Upscaling: Development and management of a regional project portfolio;
  2. Knowledge Management: Codifying, disseminating and connecting regional experience and expertise;
  3. Capacity and Community development: Targeted interventions to strengthen the regional Community of Practice (CoP); and
  4. Networking: Strategic partnership development and resource mobilization.

The objective of this project is to strengthen UNDP’s regional expertise, presence, impact and image in promoting Transboundary and Integrated Water Resource Management over the next two years, and to support the countries in Europe & CIS to engage in Water Governance Reforms.
