Project Title :

Action Programme to improve Transboundary Cooperation and Sustainable Management of the Dniester River

Organisation :

The project is implemented by the Organization for Security and Cooperation in Europe (OSCE) and the United Nations Economic Commission for Europe (UNECE) in partnership with UNEP/GRID-Arendal, and funded by the Swedish Environmental Protection Agency.

Partner(s) :

Within the framework of this project the Office of the Co-ordinator of OSCE Economic and Environmental Activities and UNECE Environmental and Human Settlements Division work in partnership with the Moldovan and Ukrainian Ministries of Environmental Protection, the Moldovan Water Concern 'Apele Moldovei', the State Committee of Ukraine for Water Management, Ministries of Foreign Affairs, sanitary-epidemiological services, and NGOs.

The two riparian states to the Dniestr River - Ukraine and Moldova, including the Transdniestrian region.

The first three meetings took place in Kiev on 10-11 August 2006, Odessa on 22-24 September 2006, and Chisinau on 8-9 November 2006. A new Dniester River Basin Agreement, cooperation on information exchange and on sanitary-epidemiological cooperation which are to be included in the Action Programme have been the main items discussed.

The next meeting will take place in Chernivtsi on 23-24 February 2007.

Updates (April 2007)

During the latest project meeting that took place in Chernovtsy, Ukraine on 23-24 February 2007 texts of two important documents were negotiated and agreed upon:

  1. A new Agreement on cooperation on conservation and sustainable development of the Dniester River basin, and
  2. A Regulation on stakeholder participation at the meetings of the Plenipotentiaries (under the Moldovan-Ukrainian Agreement on the Joint Management and Protection of the Cross-Border Waters from 1994).

A working group on information exchange and management is developing plans for an information management system for the Dniester River basin.

A second working group on sanitary-epidemiological issues is establishing the basis for future collaboration.

The project will deliver tangible results very soon as the Regulation on stakeholder participation will be signed by Moldova and Ukraine during the 15th OSCE Economic and Environmental Forum in Prague 21-23 May 2007.

It is positive that representatives from the Transdniester region of Moldova have participated in the project work.

Description :

Project Objectives

The objective of this project is that representatives of state authoritites and the public of Moldova and Ukraine develop and agree on an Action Programme to improve the transboundary water management of the Dniester River Basin.

A second project objective is the establishment of an official river basin website.

Background

The OSCE-UNECE project builds on the Transboundary Diagnostic Study for the Dniester River Basin. In the diagnostic study it was concluded that the transboundary cooperation between Ukraine and Moldova needs to be developed. A narrow scope of cooperation and institutions involved in the cooperation, no public participation and limited access to and exchange to information are examples of bottlenecks.

Key Outputs

The key output of the Dniester-II project will be an agreed Action Programme. A series of five meetings are organized to develop and agree on the Action Programme. Participants of the project are representatives of the State Water Management Committee, Ministries of Environment, Ministries of Foreign Affairs, NGOs, sanitary-epidemiological services and research institutes from Moldova and Ukraine.


Lessons Learned :

  1. It is positive that representatives from the Transdniester region of Moldova have participated in the project work.
