* Objective: The objective of the Partnerships Strategic Working Group is to prepare a costed and implementable Partnerships strategy, for consideration by the SPG and as input to the 2007-2010 UNDP-GEF Business Planning process.

  • Output: Report of the Strategic Working Group on Partnerships following outline format recommended for SWG Working Groups.

Contents

I. Situation Analysis

A. Current Status

1. Define Partnerships from UNDP-GEF perspective (including incorporation of views of existing and prospective partners)

2. Describe principal types of partnership arrangements (both internal and external) in each focal area

3. Review and summarize UNDP-GEF experience to date with Partnerships in each of the focal areas

B. Problem Definition

1. Identify existing gaps in UNDP-GEF Programming and likely business plan targets which Partnerships might help to fill (coordinate with SWG 6 on New Funding Opportunities and SWG 7 on crosscutting initiatives)

2. Identify barriers to establishing Partnerships

3. Summarize costs and benefits of Partnerships

II. Proposed Strategy

C. Devise Strategy and Recommendations

1. Identify strategies (generic and/or by focal area cluster) for identifying and fostering Partnerships

2. Review experience with and identify best practices in Partnerships development and management in each focal area

3. Identify priority programming areas and/or geographical areas where partnerships should be pursued over the GEF-4 period, taking into account emerging policies and issues such as the RAF and new IA (incl. UNDP) directions

4. Summary Recommendations and Action Items

D. Estimate Costs

1. Determine work plan (tasks required and responsible parties) for implementation of Partnerships Strategy

2. Estimate costs, human and other resource needs, success criteria and indicators
