Description

The scope of work under this project will include but not be limited to the following:

• Assessment of natural hazards, climate variability and climate change;
• User needs assessment with emphasis on agriculture, emergency forecast and early warnings, water resources management and irrigation;
• Evaluation of current status of NMHS and its capacity assessment;
• Assessment of economic benefits of weather and climate services and benefits of potential NMHS modernization;
• Recommendations and prioritized plan of improvement of data delivery to national users.

Proposed activities may include (i) low cost capacity building, data processing, modeling and dissemination initiatives; (ii) high priority investments in modernization of the basic observation and IT infrastructure, possibly framed as [World Bank]] lending operation; (iii) phased modernization of main elements of NMHS infrastructure, institutional strengthening and capacity building package.
