Summary

From 21 to 28 June 2009, the independent expert on the issue of human rights obligations related to access to safe drinking water and sanitation conducted an official mission to Egypt. The independent expert recognizes the commitment demonstrated by the Government in the water and sanitation sectors. She was also moved by the personal testimonies of individuals, which highlighted some important challenges and gaps in Government policy. She notes, in particular, challenges related to water availability; water quality; sanitation; affordability; access to information, participation and transparency; and regulation of the water and wastewater sectors. She points out that these challenges are observed in particular in informal settlements and in rural areas. These are the areas where the poorest people live, and their access to information is hampered by lack of awareness, illiteracy, lack of communications, and lack of transparency on the part of the authorities. The independent expert ends the report with conclusions and recommendations.
