Mission/Mandate

Scientific-Information Center of the Interstate Coordination Water Commission of the Central Asia (SIC ICWC) was established in 1993.

SIC ICWC is an information and analytical body, which develops methods and approaches of prospective development, improvement of water management and ecological situation in the basin.

SIC ICWC is collaborating with a network of scientific and design organizations of the five countries of Central Asia, has national branches in three countries which, in turn, organize scientific and information exchange at the national level.

Regional Information System CAREWIB

To the end of 2006 the regional system of information support has become fully functional and can now provide decision-makers, stakeholders and the broader public with timely, regular, relevant and reliable information. The information includes water management, water resources and other water-related issues such as hydropower and environment, the best practices of the international community in the pertinent areas and measures undertaken to achieve sustainable water resources management.

The Information System on Water and Land Resources developed by the SIC ICWC together with two BWOs is a set of software elaborated with adaptation of databases, which provides users with opportunities to conduct efficient information search, acquisition, storage, protection, processing and transmission through the application of specially designed programs. This system is a practical tool for integrated assessment of the water situation considering available water resources and their allocation among river reaches, provinces and water-management systems; operation modes of reservoirs and hydro power stations; losses, shortage, imbalance; environmental releases; water quality indices, etc. In combination with the Aral Sea Basin Management Models (ASB-mm) used by SIC ICWC, the system will enable regional and national organizations to use a common “information language” that would facilitate raising the reliability of used data and consequently the efficiency of water resources management.

The Information System is an effective system designed to provide users with reliable water-related information (e.g. land resources, hydropower, and economy). While augmenting the IS database, 90 parameters for the period of 1980-2008 have been collected and presented by the CAREWIB Project correspondents from the basin states. In total IS contains more 150 parameters.
