This publication is intended to assist [[stakeholders]] in the water sector in designing and implementing concrete [[Public-Private Partnerships in the Water Sector|private-sector participation]] (PSP) projects by providing detailed actionable proposals.
It focuses on four key challenges that have proven to be critical for successful and [[sustainability|sustainable]] [[WSS|water supply and sanitation]] service delivery and which shape the trust of customers and investors in water and sanitation service providers. Although most of these points apply in equal measure to public providers, this publication is restricted to analyzing their relevance to PSP. These challenges are:
# Achieving economic efficiency by reducing transaction costs caused by friction between stakeholders
# Effective delivery of services to customers
# Equitability in responding to needs, especially those of the poor
# Transparency in processes, structures, responsibilities and results
The Implementation Guidelines focus clearly on urban and semi-urban settings in which municipalities and local governments are faced with the task of setting up reliable services for the entire population. These Guidelines are designed primarily with concession contracts in mind as these are generally the most complex, however some of them may also be applied to less complicated contract forms.
