== Description ==
[[Argentina]] and [[Uruguay]] governments are interested in consolidating the considerable achievements of FREPLATA. These include a firm foundation of policy and legal reforms, detailed biogeophysical assessments, and comprehensive project portfolios including both baseline contributions and additional initiatives in support of the SAP and associated NAPs. The aim is to build upon these in order to capitalize on the extensive political and technical bi-national and intra-national networks that have been established.
The project responds to growing concern about the need to take adequate measures to protect the environment of the Rio de la Plata and its Maritime Front and to ensure sustainable development of its uses and resources. The starting point is in the First Binational Meeting on the Prevention of Pollution in the Sea Front convened by the Joint Technical Commission of Maritime Front (CTMFM) in 1993. One of the conclusions of the meeting was that the integrity of the maritime environment of this area depended on a set of processes that were developed in an area much larger.
In the Joint Resolution of the Managing Committee of the Rio de la Plata (CARP) and the Joint Technical Commission of Maritime Front signed on April 7 1994, it was agreed that both agencies would cooperate in binational everything related to the preparation and filing of a Draft proposal.
In May 1997 the two Commissions submitted to UNDP for its elevation to the Global Environment Facility, a request for funds for development projects Blocks "B". The response was favorable and those non-reimbursable resources were used for the development of a proposed project. The document was elevated to the Fund in November 1998, to be approved by the same shortly afterwards. Finally, the paper full-scale project was signed on November 22 1999, with immediately begin implementation.
