In the incremental cost portion of the project brief, the baseline is a quantification of the costs the country would incur in meeting the national objectives of a proposed project. This quantification is in contrast to a quantification of the costs of the alternative activity, which would provide the desired additional global benefit. Subtraction of the baseline from the alternative would yield the incremental cost. | |
