Background and Overall Objective
Under the Environment for Europe Initiative, parties have agreed at the Ministerial Conference in Kiev 2003 to convene again in 4 years time to assess progress made under the Environment Strategy for EECCA Countries and Action Plan. UNECE and the EAP Task Force are currently cooperating in the preparations leading up to the conference in Belgrade, October 2007. The EAP Task Force has been mandated to lead the prepareations of the Assessment Report, with support of other multilateral organizations.
UNDP has agreed in Kiev 2003 to be a facilitator of, or contributer to a number of objectives under the EECCA Environment Strategy (see table in Annex of the Strategy document). It was agreed early 2006 that UNDP will support EAP Task Force and actively contribute to the Belgrade 2007 Assessment Report.

Concrete involvement/cooperation can be divided into 3 main parts:

- (C) Involvement and activities at the Ministerial Conference itself (Oct 07)

The Environment Strategy for EECCA Countries Assessment Report
- Aim and background
In May 2003, the Environment Ministers of the UNECE region adopted the Environment Strategy for the countries of Eastern Europe, Caucasus and Central Asia (EECCA2), and agreed to assess progress in achieving the objectives of the Strategy when they meet again in 2007.

Objective
The Online Knowledge Map shall show
- UNDP’s entire project portfolio and activities in the field of E&E in RBEC region (national and regional…)
- Success stories and selected case studies
- UNDP’s comparative strengths and advantages (strategic positioning)
- Valuable knowledge, lessons learned, cutting edge experience
We want to sell what we do, linked to topics & concerns of the EfE process / Belgrade Ministerial Meeting 2007
The online knowledge map shall be an outreach tool of UNDP’s work and achievements in environment & energy sector, highlighting activities and plans with regard to future programming opportunities
In the future this site could become THE info source for the development of environment and energy projects (UNDP and beyond)

Audience
Two different target groups can be distinguished:
1st layer “external”:
(Potential) partners of UNDP projects and activities, aiming at decision makers:

- donors/partners – we (potentially) work with

--> for them the online knowledge map should primarely be a PR tool
2nd layer “internal”: UNDP practitioners

- colleagues from other UNDP offices (HQ, other regions)
- external experts and practitioners (working level)

Main Elements
Navigation (= "entry-points" to find info, tailored to different visitors' needs)
- "Main navigation" (that stays on every page)
- e.g. left-hand or top-row
- linking directly into all major elements (countries/regions, UNDP's work by topic/theme, who's-who, etc.) and "entry points" (e.g. interactive map)
- dop-down menues? (layout like on UNDP's web site or the Swiss page) or simple clicks like on new RBEC Intranet? --> layout is taken from UNDP external website templates
- Interactive Map (HOW TO IMPLEMENT / EMBED INTO UNDP WEB-PAGE?? --> will take a consultant)

- "Path" or "Bread Crumbs" (same as solved for UNDP web-pages, or different?) -->

- Google (or UNDP search engine?) full-text search --> UNDP search engine, full text and advanced search possible

-> One of the major "navigation tools" are cross-links to be include throughout the entire site, leading to relevant other pages of the knowledge map

The idea is to organize a mix of presentations (both UNDP through Kori & Ben as well as by Ministers), organized interventions or discussions (e.g. panel or "critical intervention") and a demonstration of UNDP's regional website/knowledge map.
