The Blue Book series independently measures and reports the progress made in the water and sanitation sector towards reaching the Millennium Development Goals (MDGs) in a given territory or country.
Based on the realities found in the field, Blue Books offer a critical vision which takes into account the participatory opinions of users, citizens, and local decision makers. Consultations are organized at district level, and discussion groups held with the users in rural and urban areas.
Beginning by mapping out the structure of responsibility for the water and sanitation sector, the Benin Blue Book goes on to examine current strategies and the main regulations in place, along with public and private operators. Financing is also detailed.
This builds to reveal a clear picture of levels of access to water and sanitation, separating and clarifying access and coverage rates.
From this solid examination, future challenges and priorities emerge, along with suggested routes to their achievement.
