Focus Areas | The 2000 Regulation concentrates Tacis activities on fewer areas of cooperation:

Mission/Mandate
Launched by the EC in 1991, the Tacis Programme provides grant-financed technical assistance to 12 countries of Eastern Europe and Central Asia (Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine and Uzbekistan), and mainly aims at enhancing the transition process in these countries.
Central Asia: An EU Strategy Paper for Central Asia 2002-2006, which includes the TACIS Indicative Programme for Central Asia 2002-2004, specifies three "tracks" for TACIS assistance:
1. A regional cooperation programme to promote good neighbourly relations between Central Asian states.
2. A regional support programme implemented at national level to address sustainable economic cooperation.
3. A poverty reduction scheme to be piloted in 2-3 target areas, focusing on poverty alleviation, community and rural development and centred on the most vulnerable groups.
