Central Asia HDR 2005 - Chapter 4: Water, Energy and the Environment

Conclusions: Water, energy and environmental sustainability in Central Asia are inseparably interlinked and have very significant region-wide dimensions that call for regionally coordinated action.First, uncoordinated and competing priorities for water use between upstream and downstream riparian states along the major trans-boundary rivers waste finite water resources, invite investments that are suboptimal from a regional perspective, increase the level of tension and risk of conflict between countries and local communities, and exacerbate the degradation of other environmental assets such as land, forests and wildlife.Second, perverse agricultural policies and wasteful irrigation and drainage management practices are at the core of the region’s water problems and cause substantial losses in agricultural productivity.

Linking poverty reduction and water management

This paper analyses these links and outlines the different ways in which improvements to watermanagement can advance the cause of poverty reduction.

Conventional wisdom suggests that countries of Eastern and Central Europe and Central Asia (ECA) are well on target to meeting the global Millennium Development Goals approved at the United Nations in September 2000.Given the fast growing HIV/AIDS epidemic, along with deteriorating standards of education, water and sanitation infrastructure, the story is in fact quite different.This World Bank publication, released in September 2005, examines how countries in the region are living up to the challenge of meeting 7 key indicators of development.In the environment chapter the report notes that poor water quality in many countries poses a significant health threat, putting the goal of ensuring environmental sustainability out of reach.
