Description

The United Nations Economic and Social Commission for Asia & Pacific (UNESCAP) is the regional development arm of the United Nations for the Asia-Pacific region. With a membership of 62 Governments, 58 of which are in the region, and a geographical scope that stretches from Turkey in the west to the Pacific island nation of Kiribati in the east, and from the Russian Federation in the north to New Zealand in the south, ESCAP is the most comprehensive of the United Nations five regional commissions. It is also the largest United Nations body serving the Asia-Pacific region with over 600 staff.

Established in 1947 with its headquarters in Bangkok, Thailand, ESCAP seeks to overcome some of the region’s greatest challenges. It carries out work in three main thematic areas:

  • Poverty reduction
  • Managing globalization
  • Tackling emerging social issues

ESCAP focuses on issues that are most effectively addressed through regional cooperation, including:

  • Issues that all or a group of countries in the region face, for which it is necessary to learn from each other;
  • Issues that benefit from regional or multi-country involvement;
  • Issues that are transboundary in nature, or that would benefit from collaborative inter-country approaches;
  • Issues that are of a sensitive or emerging nature and require further advocacy and negotiation.

Internationally agreed goals, including those contained in the Millennium Declaration (MDGs) and the outcomes of key major global conferences, serve as the overarching framework for the commission, with special focus given to Millennium Development Goals 1, 3, 6, 7 and 8.

Water Security and Development Division

To achieve its mission, UNESCAP undertakes work within the following sub-prgrammes:

  • Poverty and Development
  • Statistics
  • Development of Pacific Island countries and territories
  • Trade and Investment
  • Transport and tourism
  • Environment and sustainable development - the Water Security and development division (WSDS) falls within the Environment and develoment division. It works to strengthen regional capacity on water resources management towards inclusive and sustainable socio-economic development for all in Asia and the Pacific. It specifcally focuses on Integrated Water Resources Management (IWRM) and water supply and sanitation (WSS).
  • Information, communication and space technology
  • Social development including emerging social issues

Mission/Mandate

The overall mission of UNESCAP is to promote economic and social development, with special emphasis on increasing access to opportunities for individuals, communities and economies in the Asia & Pacific region, in the three key thematic areas aforementioned.

The mission of the Water Security and development division (WSDS) is to serve as a regional knowledge hub on emerging issues in water resources, especially those related to water security, for inclusive sustainable socio-economic development in Asia and the Pacific.

FAO-UNESCAP Regional e-network

  • The E-network on Strategic Planning and Management of water resources - This FAO-UNESCAP initiative is aimed at providing the background knowledge and the neutral meeting place for the exchange of experiences on the use of SPM methodologies for approaching regional challenges on integrated land and water resources management. By means of strategically planned integrated land and water resources management and within the framework of knowledge sharing, the e-network supports multidisciplinary and multi-stakeholder decision-making processes for the formulation of effective strategies in water resources management.

Publications

  • Guidelines on Integration of water-related Disaster Preparedness and Mitigation into socio-economic development process (2007) - This set of guidelines on the integration of water-related disaster preparedness and mitigation into the socio-economic development process of developing countries in the region was drawn up on the basis of the long experiences of the ESCAP secretariat working in the promotion of policies, strategies and good practices in water-related disaster risk management.
  • Good practices on strategic planning and management of water resources in Asia and the Pacific (2005) - Good practices on strategic planning and management of water resources development in Asia & Pacific are included in this publication as a contribution of the Economic and Social Commission for Asia and the Pacific (ESCAP) to the implementation of the Johannesburg Plan of Implementation (JPOI) of the World Summit on Sustainable Development in the region. The JPOI identified the implementation of integrated water resources management plans as a priority, for which Governments were urged to establish integrated water resources management plans by 2005.
