Background

Background
In the UN-Water ToR’s it is stated that UN-Water should:
“Contribute to the coherence and impact of UN System actions at country level, in support of Resident Coordinators, country teams and theme groups, and working in close collaboration and coordination with UNDG.”
The decision to create a Task Force to explicitly address how UN-Water could operate at the country level was made at the UN-Water meeting in Bonn in January 2007. This decision was in line with the recommendations made in the Secretary-General’s High-level Panel on system-wide Coherence: “Delivering as One”. The Task Force identified a number of immediate priority tasks which were carried out in 2007. These included discussions on the working modalities, preliminary assessment of country level coordination through telephonic interviews and some thinking as how this taskforce could contribute in delivering a coordinated response at the country level. Against this background, the need for a more elaborated Terms of Reference was felt, including the work plan leading to specific deliverables with budgetary requirements. Limited resources are expected to be available to undertake part of the planned activities from the UN-Water Multi Donor Trust Fund.
Task Force Objectives
The overriding intention is to improve and scale up delivery of co-ordinated UN actions towards larger impact and fulfillment of WSSD and MDG goals. The TF focuses on country level coherence and coordination with an emphasis on both water resources management and provision of water supply & sanitation services.
While country level coordination mechanisms exist in the form of UNDAF and CCF these are not always effectively used for water. Also the existence of large number of donors and national institutions operating within the water sector often leads to uncoordinated efforts among different stakeholders. The TF has three specific objectives:
1. Undertaking a comprehensive assessment of coordination mechanisms that exist in among others the 8 One-UN pilot countries, including how UN system interacts with non UN players in the water sector. This assessment should lead to identification of constraints, opportunities, gaps, good examples and weaknesses in stakeholders’ coordination.
2. Developing a strategy to deliver coordinated response to meet the water resources management, water supply and sanitation goals. Key elements of the strategy will include: (i) how to further strengthen the existing coordination mechanism in relation to water sector activities; (ii) how to coordinate with non-UN partners (including national institutions); and (iii) define what the role and added value of UN-Water could be at national level as perceived by the UN country teams as well as by donors and other partners so that UN-Water can contribute in securing improved coordination in the water sector.
3. Promoting the implementation of proposed strategy through internal UN mechanisms (e.g. UNDG).
Task Force Composition and Implementation Modalities
The coordination of the Task Force is assigned to UNDP (Joakim Harlin). He has the overall responsibility for coordinating the activities of the task force, its organization, and the timely delivery of the outputs.

Core members are expected to contribute actively to the work of the Task Force. This will include participation in telephone conferences & meetings, the elaboration of the works-plan of the Task Force (including specific deliverables and indicators), the development of Terms of References for specific tasks, reading and commenting on reports and other documents, provide substantive material (when requested), participation in actions at country level (as defined during the course of the TF’s work), among others.
Cc members receive copies of all correspondence and information produced by the Task Force. Although their active participation is not foreseen, they are most welcome to provide their inputs to the work of the Task Force.
The Task Force convenes on an ad-hoc basis, to ensure satisfactory follow-up and provide feedback and inputs to the activities it is responsible for. Preferred means of communication are video and telephone conferences, and email exchanges. Some limited financial support to the work of the Task Force can be provided through the UN-Water Multi-Donor Trust Fund, following the further elaboration of a budgeted (and agreed) work-plan.
