This UN-Water Programme, which opened its seat in Zaragoza, Spain on 5 October 2007, was established to support the International Decade for Action "Water for Life 2005-2015". The office is managed by the UN Department of Economic and Social Affairs (UNDESA) and is one of three that are implementing UN-Water associated programmes. The Zaragoza office focuses on communication and advocacy of water and sanitation. Other UN-Water programmes have offices in Bonn, (Perugia, and Rome.

Mr. Carlos Fernandez-Jaureguiis the Chair of the office. He has a background in water issues spans 31 years, with wide-ranging experience as research engineer, project officer for developing programmes, and director of an international research centre.

Almost 20 years of Mr. Fernandez-Jauregui's career has been with UNESCO, first as a Regional Hydrologist across Latin America and Caribbean, at the Regional Office for Science and Technology (ROSTLAC) in Montevideo, and the past 6 years in Paris UNESCO HQ as Deputy Coordinator of the UN World Water Assessment Programme (WWAP).

He has been Coordinating of the 24 UN agencies for the preparation of the WWDR 1 and 2 + Case Studies and of activities on water matters for the LAC region.
