Description
The proposed project would focus on understanding and addressing the cross-border impacts of Vakhsh river basin development, which concern 6 riparians (Tajikistan, Uzbekistan, Turkmenistan, Kyrgyzstan, Afghanistan and Kazakhstan). The project would be carried out in parallel with the Bank-financed Rogun HEP studies, which are expected to start in early FY09 and be completed in early FY10. Accordingly, the project would include the steps described below.
During FY08, two rounds of consultations will be carried out in all riparian countries, to seek the views and concerns of Government authorities and professional entities on the development of the Vakhsh River Basin and the Rogun Hydroelectric Project in particular. The outcomes of these consultations would be fed into the Terms of Reference of the consulting firms who will be preparing the feasibility study and the Environmental and Social Assessment. The consultations would also inform the preparation of a concept note for follow-up activities in FY09 and beyond, under additional funding. FY09 activities would include due diligence and independent assessment of the work performed by the consultants hired by the Tajik Government under Bank funding, and possibly advice related to water-energy issues in the Amu Darya basin (e.g. legal, institutional capacity, climate change adaptation issues etc.).
Accordingly, the output of the FY08 funding will be: (i) consensus report on the concerns regarding Rogun HEP from all riparian countries, and (ii) concept note and action plan for activities in FY09 and beyond.
