Description

The project aims to contribute to, and facilitate, the implementation of the principles of the European Union Water Framework Directive and the UNECE Water Convention related to IWRM with a link to financing issues.

To achieve the specific objectives of the policy dialogue process on integrated water resources management and avoid overlapping with the other activities under the Central Asia Water Governance Programme, the major IWRM-related activities will be adapted to the findings of the ongoing Environmental Performance Review of Kyrgyzstan, and streamlined with the relevant activities under the UNECE-OSCE Chu-Talas project.

In the order of priority, the following steps will be undertaken by UNECE with the relevant partners in Kyrgyzstan:

  1. Establish a Steering Group responsible for IWRM issues under the UNECE-led policy dialogue (SG-NPD/IWRM) and set up a small core group to assist UNECE in the preparations for, and implementation of, policy packages (including meetings of the SG-NPD/IWRM and other meetings);
  2. Prepare a Roadmap with agreed objectives, schedules and distribution of tasks, covering the period 2008-2009;
  3. Establish cooperation with the planned EU Water governance project, UNDP Kyrgyzstan/Tajikistan IWRM & transboundary dialogue project, OECD WSS financial feasibility project, and others under this programme and/or emerging programmes;
  4. Explore with the Global Water Partnership/country office Kyrgyzstan the opportunity of mutual support of the National Policy Dialogues (EUWI) and the National Dialogues (GWP);
  5. Establish the modalities for cooperation with relevant water-related projects carried out under the auspices of the World Bank;
  6. Prepare the meetings of the Steering Group (SG-NPD/IWRM) and the related seminars;
  7. Conclude contracts with local consultants to support UNECE and the Steering Group (SG-NPD/IWRM) in the preparation of policy packages and reports.
